The Bill (Re.№ 1061-5) is aimed at the improvement of state governing in the sphere of accident prevention during the road traffic.
In Particular, it is suggested to increase the fine for the infringement in the sphere of safety road traffic. Approximately the fine is going to be established at the rate of 85-100grn. The responsibility for flagrant violations will also be increased. The passing on prohibited traffic lights signal will be 170-204grn., driving being intoxicated 1360-2550grn.
It is presupposed that the for the majority of traffic regulations infringement will fine will be imposed by the State Motor Vehicle Inspectorate officers, that have special ranks: Inspector of State Motor Vehicle Inspectorate, Chief Officer of State Motor Vehicle Inspectorate units.
For the flagrant and systematic violations of traffic regulations the award on penalty infliction can be made only by a court.
The mechanism of supervision for systematic traffic regulations infringements will be conducted as accrual of penalty points due to the order established by the Administrative Legal Procedure Code of Ukraine. If the sum of point is 30 or more, the person will be deprived of the right of vehicle driving, and in such a case the penalty points are acquitted.
It is presupposed that the register of penalty points will be conducted by the special computer-aided system, that will be created by the State Motor Vehicle Inspectorate.
It is also suggested that the police officers should have the authority to deprive of the driving license before the court award in cases when it is presupposed by the Code of Ukraine.
